David Frenkel, Partner

David Frenkel is the founding partner and driving force behind the immigration practice at Frenkel, Hershkowitz & Shafran LLP since its inception in 1974. His broad knowledge of immigration law and creative approaches to immigrant and non-immigrant visa acquisition has earned him a worldwide reputation while serving clients from over 85 countries around the world. His areas of expertise are in both family immigration and employment-based visas, such as the O-1, E-1/2, H-1 and L visas. Mr. Frenkel is a member of the American immigration Lawyers Association, and the New York Bar Association.

Joseph M. Hershkowitz, Partner

Mr. Hershkowitz has been a partner at Frenkel, Hershkowitz & Shafran for 32 years. With a specialization in commercial real estate, clients of Mr. Hershkowitz include owners and operators of major office buildings, shopping centers and multi-family apartment complexes throughout the United States. Prior to joining the firm, Mr. Hershkowitz served as Law Secretary to the Honorable Leonard J. Silverman, Judge Court of Claims, and prior to that, as Acting Chief Law Assistant in the Law Department, Civil Court, Kings County. He was admitted to the New York State Bar in 1973, and is also admitted to practice in the federal courts of the Eastern and Southern Districts of New York. After obtaining a B.A. from City College, Mr. Hershowitz went on to receive his J.D. from Fordham Law School. He is a member of the New York State Bar Association, Real Estate Practice Group.

Bernard Shafran, Partner

ernard Shafran has over thirty-five years of broad experience in complex transactional real estate matters. His practice includes representation of purchasers and sellers of residential and commercial properties; developers; borrowers in acquisition, construction and mezzanine financing; borrowers in workouts; and landlord and tenants in leasing transaction. Bernard is a creative problem solver, is recognized for his ability to structure a transaction to fit the specific needs of his clients and to get the deal closed.

David Barnett, Associate

David Barnet, special counsel with Frenkel, Hershkowitz & Shafran LLP, has been with the firm since 1987 where he practices immigration law specializing in contested deportation/ removal proceedings before the Executive Office for Immigration Review and appellate work before the Board of Immigration Appeals and the United States Courts of Appeal. In addition, Mr. Barnett is an expert in asylum law predominantly representing persons from Egypt and the Middle East. He also writes, lectures and instructs attorneys for continuing education credits (CLE) in this area. Mr. Barnett is a member of the bar Associations New York, New jersey and California, and is admitted to practice before the federal courts of Eastern and Southern Districts of New York, as well at the US Court of Appeals 9th Cirguit and US Courts of Appeals 4th Circuit.

Daniel Frenkel, Associate

An attorney with fifteen years of experience, Daniel Frenkel has been an associate with the firm for the past twelve years. He graduated from CUNY Queens with a degree in Political Science and obtained his J.D. from Brooklyn Law School in 1998. He is a member of the New York State Bar Association, and specializes in H-1B petitions.

Shirley Lazare-Raphael, Immigration Litigation Attorney

Shirley Lazare-Raphael joined Frenkel, Hershkowitz & Shafran in 2006. With over twelve years of experience in immigration law, Ms. Lazare-Raphael specializes in immigration removal and deportation proceedings. She was admitted to the NY State Bar in 2001 after receiving her J.D. from Brooklyn Law School.

Joseph M. Moskovits, Associate

Mr. Moskovits has been an associate with Frenkel, Hershkowitz and Shafran for over six years, and specializes in immigration law. He received his J.D. from Benjamin N. Cardozo School of Law in 2006, and is admitted to practice in New York and New Jersey.

Stephen Kirschenbaum, Associate

An attorney with Frenkel, Hershkowitz and Shafran since 2010, Mr. Kirschenbaum has been practicing law for five years. He received his J.D. from Seton Hall University School of Law in 2008, and is admitted to practice in New York and New Jersey. He is a member of the New York State Bar Association.

Moshe Weg, Associate

Moshe Weg’s practice focuses on representing investors, developers, and lenders in all aspects of commercial real estate transactions, including the acquisition, disposition and development of office, retail, hotel, and multifamily properties; commercial mortgage, mezzanine and construction financing; joint ventures and preferred equity investors; and loan purchases, sales and restructurings. He also represents landlords and tenants in office, retail and other commercial leasing transactions. Mr. Weg earned his law degree from Benjamin N. Cardozo School of Law (J.D., 2005) and received his undergraduate degree from University of Maryland (B.A., 1998). He is admitted to practice in New York and New Jersey.

Richard Walderman, Associate

Mr. Walderman is counsel in the firm’s real estate department, where he advises and represents clients in all aspects of transactions involving the acquisition, disposition, financing and leasing of commercial real estate properties. His extensive experience encompasses complex acquisitions and sales, including portfolio transactions; financings with major lenders, including CMBS and mezzanine financings; office, retail and net leasing for both landlords and tenants; acquisitions and sales of development rights; and drafting and negotiation of operating agreements and construction-related agreements. Mr. Walderman was editor-in-chief of the Law Review at Touro College School of Law, and is a member of the Real Property Section of the New York State Bar Association.
